Constitution of the Scottish Young Bowlers Association


1. NAME

The Organisation shall be known under the name of The Scottish Young Bowlers Association.

2. OBJECTS

To promote and encourage young bowlers in the interests of the game.

To form area governing bodies and divide clubs joining into these areas according to their geographical location.

3. ANNUAL GENERAL MEETING

An Annual General Meeting shall be held on the first Sunday in November of each year, venue to be decided at previous A.G.M. at the hour of 12 noon.

This meeting shall elect for one year a President, a Vice-President, a Secretary and a Treasurer; along with any other position deemed necessary.

Every club in membership shall be entitled to send a representative to this Meeting.

Every office bearer can stand for re-election.

Immediate Past President to be retained on committee.

4. ANNUAL SUBSCRIPTION

This shall be fixed at the A.G.M.

This fee must be paid by 1st May for the current year.

5. QUORUM

No meeting can transact business unless 10% of the clubs in membership of the Association are present.

6. VOTING

On any proposal or amendment only one vote per member club irrespective of how many representatives may be present.

Delegates may vote on behalf of a club other than their own provided they furnish proof that they are entitled to do so but they shall only have one vote.

Where counter-amendments:- an exhaustive vote shall take place unless any of the resolutions has an overall majority.

In the case of any tied votes the Chairman shall have the casting vote.

7. EXTRA-ORDINARY GENERAL MEETINGS

Extra General Meetings may be called by the President and all Member Clubs shall be given at least 14 days notice of such meeting.

Member clubs can if they wish intimate to the President that they desire an Extra Ordinary meeting provided that such intimation is signed by at least 20% of the Clubs in Membership.

Such Meeting shall be called within one month of the President receiving the intimation.

At these Meetings only the business intimated on the Notice of Meeting shall be discussed except at the discretion of the President who may or may not decide that other items may be included.

8. EXECUTIVE COMMITTEE

The Executive Committee shall consist of the Office Bearers along with the Area Convenors and Area Representatives.

They shall be responsible for all decisions regarding the running of the Association and carrying out of resolutions passed by Member Clubs; also the management of competitions.

9. EXECUTIVE COMMITTEE

No Meeting of the Executive Committee can take place without a quorum of at least seven members being present.

At these meetings a simple majority vote shall operate on any resolutions put forward.

10. MONIES

The Annual General Meeting shall decide as to what signatures are required as to the withdrawal of monies from Bank Accounts.

11. ALTERATIONS TO CONSTITUTION

None of the preceding items of Constitution may be altered in any way except by a 2/3 majority of votes cast at an Annual General Meeting.

12. AGE GROUP

The age group for competitors in competitions shall be as follows:-

Any boy or girl not older than 15 years as at the 1st April in the current year.
